At least 3 personnel will be appointed in districts with a population of up to 20 thousand, at least 5 personnel in those with a population of 20-100 thousand, and at least 10 personnel in those with a population of more than 100 thousand. The Minister of Interior continues to act like a minister of criminal affairs. The Minister established a parallel structure by putting the Ministry of Interior against the YSK and the district governorships against the district election boards.
